Call to Order

The meeting was called to order by Tony Helbling at 6:30 p.m. Other board members present were Steve Barrett, David Danskey, Nikkie McIntire and Dave Paul. There were 11 additional association members present during the regular meeting.

Tony made a motion for the Board to adjourn into executive session to discuss a possible HOA Management contract. The motion was seconded by Steve and unanimously approved. At 7:00 p.m. Tony called the regular meeting of the Board back to order.

Open Session

Prior to the start of the interview of an HOA manager, members present were allowed 15 minutes to address the board regarding their views about the possible hiring of a management company. This was followed by a discussion both pro and con about the merits of such action.   Three association members indicated they did not believe there was a need. However, there was a general view that the association would benefit by having a management company. There are three major reasons for considering this action:

  1. There is a lack of volunteers willing to commit their time.   The association has previously had a Maintenance Committee, Amenities Committee and Events Committee. None of these currently exist due to a shortage of volunteer involvement. The Board will start 2015 with only three members rather than the normal five, again due to a shortage of volunteer involvement.
  2. The time commitment of Board members to complete necessary financial and accounting services, property management, records and document files, and general management responsibilities has increased as the neighborhood has increased.
  3. Continuity would be provided for the association as Board members complete their terms of office and new members are elected.

New Business

The members present were able to listen to the interview with the representative from Affinity Group and hear his response to questions.  The Board will be interviewing another company prior to making any decision.  Members are highly encouraged to attend meetings to observe for themselves the business of the Board and to ask questions during the open membership session.

Sign approval – Homeowner at 225 Tillicum requested a sign approval as their home was on the Tour of Homes for the Silverton Hospital Auxiliary. The Board approved the sign request by polling Board members for approval, which the owner received in writing on December 3, 2014. Such action is being reported at this meeting and will be reflected in the minutes.
